Provincial Nominee Programs
Under the Canadian Constitution, immigration is shared between the federal government and the provinces, with federal legislation prevailing. Provinces in Canada have the authority to implement their own provincial nominee programs. Each provincial government may have a direct role in choosing its own immigrants. The Provincial Nominee Programs allow provincial governments to choose immigrants according to the economic needs of the province. Each province establishes its own standards and processes by which it chooses its nominees and tries to nominate those candidates who would be most likely to settle effectively into the economic and social life of the region.
Persons who immigrate to Canada under the Provincial Nominee Program (PNP) have the skills, education and work experience needed to make an immediate economic contribution to the province or territory that nominates them. They are ready to establish themselves successfully as permanent residents in Canada.

For eligibility to apply under the Provincial Nominee Program, applicants must be nominated by a Canadian province or territory. The following provinces currently offer permanent residence visas for immigration to Canada in this form:

  • Alberta Immigration                                               View Details
    The Alberta Immigrant Nominee Program (AINP) is comprised of four streams: The Employer-Driven Stream, the Strategic Recruitment Stream, the Family Stream and the Self-Employed Farmer Stream.

  • British Columbia Immigration                             View Details
    The British Columbia Provincial Nominee Program aims to accelerate the process for those wishing to obtain Canadian permanent resident status. There are two categories under which candidates can apply: Strategic Occupations and Business Immigrants.
  • Manitoba Immigration                                            View Details
    The Manitoba Provincial Nominee Program (MPNP) nominates candidates wishing to settle in Manitoba to the federal government for Canadian permanent resident status. In addition to the Provincial Nominee Program for Business and the Young Farmer Nominee Program, there are five streams under which candidates can apply. None of the categories have processing fees.
  • New Brunswick Immigration                               View Details
    The New Brunswick Provincial Nominee Program facilitates immigration for qualified applicants who meet specific economic and labour market needs in New Brunswick. There are two types of applicants, Job Offer applicants and Business Plan applicants.
  • Nova Scotia Immigration                                      View Details
    The Nova Scotia Nominee Program (NSNP) provides a quicker path to becoming a Canadian permanent resident for qualified skilled workers and experienced entrepreneurs. There are four streams under which candidates can apply. No processing fees are charged.
  • Newfoundland and Labrador                             View Details
    The Newfoundland and Labrador Provincial Nominee Program (NLPNP) nominates individuals to the federal government wishing to obtain Canadian permanent residence. There are four categories through which one can apply; the Occupational/Skilled Worker Category, the Immigrant Entrepreneur Category, the Family Connection Category and the International Graduate Category.
  • Northwest Territories                                            View Details
    Northwest Territories visions strong individuals, families and communities sharing the benefits and responsibilities of a unified, environmentally sustainable and prosperous Northwest Territories. However Northwest Territories have no nominee program at this time. 
  • Ontario Immigration                                               View Details
    The provincial nominee program in this province is called Opportunities Ontario and was launched in February 2009. It supports Ontario employers by facilitating the immigration of managerial, professional and skilled foreign workers and international students required to meet their human resources needs. Employers apply for the approval of permanent full-time positions to be filled by foreign nationals and then recruit foreign nationals to fill the positions. They can recruit individuals who would qualify under either the General Category or under the International Student Category.
  • Prince Edward Island Immigration                    View Details
    The Prince Edward Island Provincial Nominee Program expedites immigration to Canada for individuals and their families who meet provincial criteria in support of four initiatives: increased business and economic development, increased supply of skilled workers, increased population and achievement of provincial demographic, social and cultural objectives. There are four categories under which candidates can apply.
  • Quebec immigration                                              View Details
    Quebec province has its own immigration program. Unlike other provinces, which do not preclude use of the regular federal program, all applicants destined for Quebec must first be approved by this province's immigration department, which maintains offices worldwide. Quebec has Skilled Worker category, Business Class Category for Entrepreneurs, Investors and Self-Employed Workers and Student Permanent immigration Program for international students.
  • Saskatchewan                                                        View Details
    The Saskatchewan Immigrant Nominee Program (SINP) allows the province to nominate candidates to the federal government for permanent resident status under one of the eight categories, which includes, Skilled Worker, Entrepreneur, Long Haul Truck Drivers, Family Members, Farm Owners/Operators, Health Professionals, Hospitality Sector Project and student class. 
  • Yukon                                                                        View Details
    Individuals wishing to settle in Yukon and become Canadian permanent residents can apply through two categories; the Yukon Business Nominee Program or through the Skilled Worker/Critical Impact Worker Program.
After you have been nominated by a province or territory, you have to make a separate application to Citizenship and Immigration Canada (CIC) for permanent residence. A CIC officer will then assess your application based on Canadian immigration regulations. You will have to pass a medical examination and security and criminal checks. You must also show that you have enough money to support yourself and your dependants after you arrive in Canada.
